Udaipur, 7 July: Despite India’s rapid digital transformation—with over 970 [1] million internet subscribers, the world’s second-largest internet user base, and the second-largest mobile phone market globally—digital inclusion remains uneven. A significant rural–urban divide persists, with internet penetration at around 111 subscriptions per 100 population in urban areas, compared to about 46 per 100 in rural areas (TRAI, 2024). The gender digital divide is equally concerning: according to the National Family Health Survey (NFHS-5), [2] only 33% of women have ever used the internet, compared to 57% of men. GSMA’s Mobile Gender Gap Report 2024 also highlights that women in India are 16% less likely to use mobile internet than men. As digital economy expands, cyber fraud has emerged as one of its fastest-growing risks. In 2024 alone, citizens reported over 36.3 lakh financial cyber fraud incidents, resulting in losses exceeding ₹22,845 crore—a 206% increase over the previous year.
Rajasthan reflects a similar pattern, ranking around 12th among Indian states in digitalisation, with rural women facing the greatest barriers to digital access, affordability, digital literacy, and meaningful use. Bridging these gender and geographic disparities is critical to ensuring that digital progress translates into equitable social and economic development.
One Family, 7 Beneficiaries: Connecting Every Member to Government Schemes
Varsha Bhat, a Digital Sakhi from Bhimal village, Mavli, Udaipur experienced one of her most rewarding moments by helping seven members of a single-family access different government welfare scheme.
Several family members had been struggling for months to resolve pension-related issues despite repeated visits to service centres. Varsha personally coordinated with the Panchayat Samiti to complete the verification process for old-age pensions and helped three elderly family members receive their pension benefits.
After the untimely death of the family’s son, she also assisted his widow in obtaining a widow pension within a month, providing much-needed financial support during a difficult period. She then helped three children obtain Aadhaar cards and enrolled them in the Palanhar Scheme.
Seeing the entire family receive the benefits they were entitled to strengthen their trust in public services. For Varsha, connecting seven members of one family to government schemes became a powerful example of how Digital Sakhis can transform lives through awareness, guidance, and timely support.
Digital Sakhi : Social Protection in times of crisis
Dharati Rajka, a resident of Tikhi village in Devgrah Block, Rajsamand district, lost her husband in a tragic road accident, leaving her as the sole caregiver of her four children. The sudden loss placed the family under severe emotional and financial distress.
With the timely support of Digital Sakhi Meena Regar, the family was able to claim the eligible ₹10 lakh accidental insurance benefit under the Ayushman Bharat Scheme, as her husband’s Ayushman card had already been generated. Meena also assisted Dharati in applying for the Widow Pension Scheme and the Palanhar Scheme, both of which she now receives regularly.
In addition, Meena facilitated the application for the Disability Pension Scheme for Dharati’s 9-year-old son, who has a physical and intellectual disability.
Through continuous guidance and handholding, the Digital Sakhi enabled the family to access multiple government welfare schemes, helping them secure financial stability and essential social protection during one of the most difficult phases of their lives.
Digital Awareness Prevented a Cyber Fraud
Bhagwanti Jat, a Digital Sakhi, received a message claiming that ₹20,500 had been deposited into her bank account. Soon after, a caller requested that she return the money, insisting it had been transferred by mistake.
Instead of acting immediately, Bhagwanti followed the cyber safety practices she had learned. She refused to transfer any money until she verified her account balance herself. When she checked later, she found that no such amount had ever been credited to her account. It was a cyber fraud attempt.
Her awareness and patience protected her from financial loss. Today, she shares this experience with others, encouraging people to always verify bank transactions independently and never trust unknown callers asking for money.
A Digital Sakhi’s Training Helped Me Avoid Online Fraud
Seema, a resident of Ladani village, attended a cyber safety awareness session conducted by Digital Sakhi Laxmi Paliwal. During the training, she learned that banks never ask for OTPs, UPI PINs, CVV numbers, or ATM details over the phone.
A few days later, Seema received a call from someone claiming to be a bank official. The caller warned that her bank account would be blocked unless she immediately shared her OTP and ATM details. Remembering the Digital Sakhi’s advice, Seema refused and said she would visit the bank directly. The caller disconnected immediately.
Bank officials later confirmed that it had been a fraud attempt. The awareness provided by the Digital Sakhi helped Seema protect her savings. Inspired by this experience, she now encourages other women in her community to stay alert and never share confidential banking information with anyone.
Digital Sakhi’s Timely Intervention Restores Pension
Shankari Bai, a resident of Tarakhedi village in Kapasan Block, was mistakenly declared deceased in the Gram Panchayat records, resulting in the suspension of her Social Security Pension. Unaware of the reason behind the sudden stoppage of her pension, she was unable to access the financial support she was entitled to.
During a household visit, Digital Sakhi Sunita learned about her situation and immediately took the initiative to help. She assisted Shankari Bai in completing her e-KYC at the e-Mitra centre, accompanied her to the Panchayat Samiti, coordinated with the concerned officials, and ensured that all the required documents were submitted. She also followed up consistently until the issue was resolved.
With the dedicated support of the Digital Sakhi and the cooperation of the concerned department, Shankari Bai’s records were corrected, and her Social Security Pension was successfully reinstated. Today, she receives her pension regularly, ensuring financial security and restoring her confidence in accessing government services.
Reflecting on her experience, Shankari Bai expresses her heartfelt gratitude to the Digital Sakhi, whose timely guidance and persistent efforts helped her reclaim the government benefit she rightfully deserved.
In Rajasthan L&T Finance and Manjari Foundation started Digital Sakhi program in 2024 in three districts named Chittorgarh, Rajsamand and Udaipur. Digital Sakhi program has been designed and financially supported by L&T Finance and implemented by Manjari Foundation.
The independent Baseline Study (August 2024) revealed significant gaps in digital and financial inclusion among rural community. Only 32% of members were aware of government schemes, digital services, and financial opportunities, while just 18% had adopted digital and financial services. Access to social entitlement schemes stood at 16%, and only 9% of members were using UPI-based digital payments. These findings underscored the urgent need to strengthen digital literacy, financial inclusion, and women’s access to essential government and financial services to enable their meaningful participation in the digital economy.
Program Design, approach and methodology
At the heart of the programme are the Digital Sakhis—local women selected from their own communities to serve as trusted digital champions and change agents. The selection process focused on leadership potential, community acceptance, willingness to serve, and the ability to learn, rather than formal educational qualifications, ensuring that motivated women from underserved communities could participate. Once selected, the Digital Sakhis underwent intensive residential and field-based capacity-building programmes that equipped them with the knowledge and practical skills required to promote digital and financial inclusion.
Each Digital Sakhi was provided with a tablet preloaded with multilingual digital learning modules, audio-visual training content, IEC materials, digital service manuals, an identity kit and uniform, along with hands-on exposure to digital banking applications, cyber safety practices, and digital grievance redressal mechanisms. The programme adopted a “Learning by Doing” approach, where every Digital Sakhi first performed digital transactions herself before facilitating the same for others. This experiential learning model-built confidence, strengthened practical problem-solving skills, and enabled the women to become credible community resource persons who could effectively support households in accessing digital services, financial systems, and government entitlements.
From Digital Access to Lasting Social and Economic Impact
Over the last two years, the programme has reached more than 2.5 lakh individuals, demonstrating how community-led digital inclusion can drive large-scale social and economic transformation. Through regular household visits, community meetings, digital literacy camps, village demonstrations, and school sessions, Digital Sakhis enabled women and families to confidently use smartphones, digital payments, UPI, mobile banking, financial services, cyber-safe practices, and government digital platforms. Their hands-on support helped first-time users complete independent digital transactions and access essential public services. As confidence grew, many women became digital ambassadors within their own households and communities, creating a powerful multiplier effect that extended well beyond the programme’s direct reach.
This transformation translated into measurable outcomes. More than 15,000 families successfully accessed government social entitlement schemes, facilitating convergence of over ₹45 crore through various government programmes. The initiative also supported 838 women entrepreneurs in strengthening their enterprises through improved digital and financial capabilities, contributing to stronger local livelihoods and rural economies. Independent assessments further demonstrated significant progress, with awareness of government schemes, digital services, and financial opportunities increasing from 32% to 59%, adoption of digital and financial services rising from 18% to 46%, and access to social entitlement schemes more than doubling from 16% to 36%. Together, these outcomes reflect a sustainable shift from digital awareness to digital empowerment, enabling women to become informed citizens, confident users of technology, and active contributors to inclusive rural development
Digital Sakhi on Air: Amplifying Rural Voices Through Community Radio
Digital Sakhis were featured on FM Radio Udaipur – Mewar Vani, where they shared their inspiring journeys and highlighted how they are empowering rural communities through digital and financial literacy, access to government services, and cyber awareness. By leveraging community radio as a communication platform, the initiative is reaching wider audiences, inspiring trust, and promoting digital inclusion far beyond village boundaries.
Challenges, Innovation and the Road Ahead
While the programme has delivered measurable results, achieving universal digital inclusion remains an ongoing journey. Low literacy among first-generation learners, restrictive gender norms around women’s access to smartphones, fear of cyber fraud, weak internet connectivity in remote villages, and limited access to banking services continue to hinder digital adoption. The rapid evolution of cyber threats and widespread misinformation further reinforce that digital inclusion is not a one-time intervention—it requires continuous handholding, trusted local mentors, and sustained community engagement. The programme has responded by building confidence through practical learning, strengthening cyber awareness, and creating a trusted ecosystem where women support women in navigating the digital world safely.
A key innovation emerging from the programme is the Digital Naari initiative, which transforms trained Digital Sakhis into doorstep digital service providers. Using technology-enabled platforms, they help villagers access government schemes, download certificates, link Aadhaar, update bank accounts, complete digital documentation, apply for welfare benefits, and access financial services without travelling long distances or relying on intermediaries. Looking ahead, the programme aims to scale the Digital Sakhi network across more villages, deepen partnerships with banks, government departments, fintech institutions, and cyber police, and promote responsible use of Artificial Intelligence and Digital Public Infrastructure. Future efforts will also focus on expanding digital entrepreneurship, strengthening market linkages, enhancing access to social security schemes through digital convergence, and introducing advanced cyber safety modules. Together, these initiatives will build a resilient, community-owned digital ecosystem where every Digital Sakhi continues to serve as a trusted catalyst for inclusive and sustainable rural transformation.

मेरा नाम हुसैन बानो है मैं एक डिजिटल सखी हूं मेरा सपना था आर्मी अफसर बनने का लेकिन मेरी पढ़ाई पूरी नहीं होने के कारण मेरा सपना अधूरा रह गया फिर मैं एक समाज सेवा का काम करने लगी 2014 से में काम कर रही हूं जिसके आधार जन आधार बैंक खाता नहीं होता है उनके साथ जाकर मैंने सेवाएं की और पेंशन का साथ जाकर फॉर्म भरवाना पेंशन चालू करने तक उनका ध्यान रखना मैं अपने गांव पंचायत से जुड़ी योजना दिलवाले में काम आ सक्कु मुझे डिजिटल सखी बनने के बाद मेरी बड़ी पहचान बन गई मुझे मेरी ड्रेस में देखकर आसपास के लोग पहचान लेते हैं कोई भी काम समझ में नहीं आता है तो मेरे पास आकर महिलाएं मुझे बोलती है मैं जहांभी काम करने जाती हूं सभी परिवार को बोलती हु अपने बच्चों के पढ़ाई के बारे में अपने बचत के बारे में दुर्घटना बीमा के बारे में पहले मैं सेवाए करती थी मंजरी फाउंडेशन जुड़ने के बाद मुझे मेरी सैलरी मिलने लगी तो मेरा परिवार खुशहाल रहने लगा और मुझे रोजगार मिल गया
