The United Nations Development Programme (UNDP) has launched a call for proposals for local non-governmental organisations (NGOs) in Chad under its Strengthening Gender-Based Community Security in Eastern Chad initiative. The programme seeks to improve access to justice and strengthen human-rights protection and support services for vulnerable detainees in prisons in Abéché and Adré, with particular attention to survivors of gender-based violence (GBV) and victims of community violence.
Focus on Legal, Psychosocial and Protection Support
The initiative aims to address the multiple challenges faced by vulnerable people in detention, where limited access to legal assistance and support services can make it difficult for victims and survivors to obtain justice and protection.
Selected organisations will be expected to provide or facilitate support covering areas such as legal assistance, human-rights protection, psychosocial support and survivor-centred services. The programme also seeks to strengthen mechanisms that can make access to justice more inclusive and effective.
Opportunity for Local NGOs in Chad
The call is specifically aimed at local NGOs in Chad with relevant experience and the organisational capacity to work with vulnerable populations in the targeted detention facilities.
Eligible organisations should be able to demonstrate experience in areas such as justice, human rights, protection, GBV, community security or related fields. They must also have qualified personnel, appropriate management structures, sound financial systems and the ability to comply with UNDP’s administrative and operational requirements.
Technical and Financial Proposals Required
Applicants will need to submit a comprehensive technical and financial proposal outlining how they would implement the programme.
Key documents include the proposed methodology, implementation plan and work schedule, management arrangements, details and CVs of key personnel, a detailed financial proposal and audited financial statements for the previous two years, along with other documentation specified in the official call.
The proposal should clearly demonstrate how the organisation intends to respond to the specific needs of vulnerable detainees and translate planned activities into measurable results.
Quality-Based Selection Under a Fixed Budget
UNDP will assess proposals using a fixed-budget, quality-based approach. Technical quality, feasibility, innovation, inclusiveness, expected impact, alignment with the project’s objectives and the organisation’s capacity will all be important considerations.
A critical requirement is that applicants remain within the fixed budget specified in the call. Proposals exceeding the approved budget risk rejection.
UNDP will also assess compliance with requirements related to anti-fraud measures, conflicts of interest, financial integrity, procurement and transparent reporting.
Applications Through UNDP Quantum Supplier Portal
Interested NGOs must review the complete call documentation and confirm their eligibility before preparing their applications. Proposals must be submitted electronically through the UNDP Quantum Supplier Portal, using the negotiation ID specified in the official call documentation.
Only one application per organisation is permitted.
For a strong application, NGOs should demonstrate a clear understanding of GBV and community violence, adopt a rights-based and survivor-centred approach, provide realistic legal and psychosocial support mechanisms, and establish clear monitoring and accountability systems.
