New Delhi, 20 June: Central Public Sector Enterprises (CPSEs) will be encouraged to adopt districts identified under the Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY) as part of their Corporate Social Responsibility (CSR) programmes during FY27 and FY28, according to a directive issued by the Department of Public Enterprises (DPE).
Under the newly announced common CSR theme for the next two financial years, CPSEs are expected to channel a significant portion of their CSR spending toward initiatives focused on nutrition, sports development, and livelihood enhancement, particularly in districts selected under the flagship agricultural development programme. At least one district from every state will be covered under the initiative.
CSR Focus Areas for FY27–FY28
The DPE has outlined a three-pronged CSR framework:
- Nutrition: Development of Anganwadi infrastructure, provision of toilets and safe drinking water, smart TVs for early childhood education, and other community welfare facilities.
- Sports Development: Creation of sports infrastructure and promotion of sporting activities at the grassroots level.
- Innovative Livelihood Enhancement: Support through equipment, digital learning tools, modern laboratories, smart classrooms, skill-development infrastructure, and entrepreneurship-focused interventions.
CPSEs have also been advised to adopt one or more districts identified under PM Dhan-Dhaanya Krishi Yojana, particularly those located within or near their operational geographies.
PMDDKY Targets 100 Aspirational Agricultural Districts
Announced in the Union Budget 2025, the PM Dhan-Dhaanya Krishi Yojana aims to transform 100 aspirational agricultural districts through convergence of existing government schemes and targeted interventions. The programme focuses on districts with low agricultural productivity, moderate crop intensity, and below-average access to institutional credit.
The scheme seeks to improve farm productivity, promote crop diversification and sustainable agriculture practices, strengthen irrigation infrastructure, expand post-harvest storage facilities, and improve access to both short-term and long-term agricultural credit.
CPSEs Increase CSR Spending
CPSEs continue to play a vital role in supporting national development goals through CSR. According to the latest Public Enterprises Survey, 183 eligible CPSEs spent ₹6,437 crore on CSR activities in FY25, marking a 31% increase over ₹4,915 crore in FY24.
The highest CSR contributors included ONGC, Indian Oil Corporation, NTPC, Power Grid Corporation of India, and Bharat Petroleum Corporation Ltd.
Over the past five years, CPSEs have collectively invested more than ₹24,000 crore in CSR programmes spanning healthcare, nutrition, education, skill development, rural development, environmental sustainability, women’s empowerment, sports, disaster management, and social welfare initiatives.
The latest CSR framework aligns corporate social investments with the government’s broader objective of accelerating rural development and strengthening India’s agricultural economy through targeted support in high-priority districts.
