New Delhi : The India Development Foundation (IDF), a non-profit research organization, has launched a pioneering report titled “Modeling the Role of Skill in Online Games” at the India Gaming Convention 2024. This report offers a data-driven, quantitative framework to statistically determine the predominance of skill in various online gaming formats. It is the first study to provide a theoretical model for understanding how skill is developed through experience, ultimately influencing a player’s chances of winning.

Generalized Scoring Framework to Differentiate Skill and Chance

The paper introduces a generalized scoring system, tested using seven distinct statistical measures, to evaluate the role of skill in any online game—whether or not real money is involved. Professor Shubhashis Gangopadhyay, Research Director at IDF, emphasized the importance of distinguishing between skill-based and chance-based games to protect legal online gaming, prevent gambling risks, and promote industry innovation.

Seven Statistical Tests: Game-Agnostic Method for Identifying Skill

The seven statistical tests examine aspects such as consistent winning, skill development, and whether skilled players outperform random strategies. According to IDF, online games that meet any of these criteria should be classified as games of skill. This “black-box” approach creates a game-agnostic framework that doesn’t rely on game structure, enabling objective analysis across all gaming formats.

The report stresses the need for an evidence-based framework to help policymakers accurately distinguish between skill and chance, ensuring effective governance, protecting consumers, and preventing the spread of illegal gambling platforms. These findings support the recognition of skill-based games as legitimate business activities, aligned with legal norms and industry realities.
