Goa, March 27: Uttar Pradesh cadre IAS officer and renowned author Dr. Heera Lal Patel has been honored with the prestigious ‘Impact Beyond Measure CSR Award’ at a grand felicitation ceremony held at Raj Bhavan, Goa. The event was jointly organized by the Directorate of Social Welfare, Government of Goa, and Mindcube Services Limited.
The award was presented by the Governor of Goa, P. S. Sreedharan Pillai, in the presence of Social Welfare Minister Subhash Phal Dessai, recognizing Dr. Heera Lal’s exceptional contributions to sustainable governance and inclusive development, aligning with the vision of Viksit Bharat 2047.
Currently serving as the Chief Executive Officer of WDC-PMKSY 2.0, Dr. Heera Lal has spearheaded transformative initiatives in land development, water conservation, and sustainable agriculture. Under his leadership, PMKSY projects have empowered thousands of farmers, improved rural livelihoods, and created long-term environmental and economic impact.
During his tenure as the District Magistrate of Banda, he pioneered water conservation programs, resulting in significant improvements in groundwater levels and the revival of traditional water bodies. He is also the visionary behind the ‘Green Election’ initiative, first implemented in Anandpur Sahib and later adopted in Mumbai, which integrated sustainability into the electoral process by minimizing plastic usage and promoting biodegradable practices.
His ‘Model Gaon’ initiative has emerged as a blueprint for holistic rural development.
Driven by the philosophy of Do Maa—serving both one’s biological mother and Mother Earth (Jal, Jungle, Zameen)—Dr. Heera Lal promotes a governance model that prioritizes citizen participation, empathy, and efficiency through his “Red Carpet over Red Tape” approach.
Upon receiving the award, Dr. Heera Lal expressed his gratitude, stating, “I am deeply honored to receive this prestigious recognition. It is not just an acknowledgment of my work but a tribute to every individual striving for meaningful change. Together, we can build a more inclusive and sustainable society.”
His leadership has earned him widespread recognition across both public and private sectors, making him a sought-after speaker at esteemed platforms. Recently, he was invited by the National Centre for Good Governance to address Sri Lankan civil service officers during their Mid-Career Training Programme.
